The outlet by the shifter was working intermittently mostly because the surface inside was too slippery to hold a 12 volt plug so I took a piece of sandpaper and made circular scratches so it would grab. Now it does not work at all. The outlet in the console works fine. Both 20 amp fuses under the dash and under the hood are fine and I get 12+volts from them. Removed the plug from the back of the outlet and tested and used a separate ground and the volts bounce from 1/2 volt to 5 volts and everything in between. Any ideas
