Clearcoat peeling

I just bought a 99 GT with about 48k miles.. It's chrome yellow.

I noticed this before I bought the car, and want to get it fixed..

On the driver side fender, there are 3 spots, about 2-3" in diameter where the clearcoat has peeled off. I want to fix this so that it does not continue peeling away.

How should I go about it? I'm not overly concerned with making the spots completely invisible, just as long as it stops peeling for good.

I can get pictures if that would help someone diagnose the problem.

Is it only on the driver side fender?
