Will a 65-66 clutch pedal work with a 67 car?

No. But the 67-68 clutch pedal is available new.

Also, patience on ebay can net some good finds. I bought the one for my '68 for $20 a couple years ago because it was just the pedal and it seems everyone wants the entire unit. It was also listed under "Cougar". I later found a manual trans, manual brakes brake pedal (they are different than the power pedals) for $10. The brackets are all the same, so rather than have $300 into my pedals, I have less than $50 including the new pivot pin.

Yeah if I could find a used one for under $50 I'd prefer that. New ones would be ok but converting to manual is going to pricey and I'd like to keep the cost down as much as possible.

Oh, one other thing. Does the Mustang share a clutch pedal with any other car from 67 besides the Cougar?

You could use a 68 Mustang/Cougar pedal. It was slightly more bowed, to clear the larger 68 column.

I used a 65-66 brake and clutch setup in my 67 when I converted over to a t5. I did have to make a bracket to get the 67 cable conversion kit to work with it though.
