With KOER I get codes 33 (EGR valve opening not detected) and 41 (no HEGO [O2] switching detected always lean right side).
I passed all KOEO and CM tests as well as the cylinder balance test.
My car upon startup right after it's turned on gradually rises to 2000-2500 rpm and holds there. After a minute or two it comes down to 900-1000 rpm and stays there for the rest of the drive. Once in awhile as it's still warming up I get a surge big enough to shut off the car, but as it warms up the surge goes away and everything is fine except for a bit of a high idle.
I tested my EGR valve with a vacuum pump and it's stuck but it also doesn't let any air through so I know that there's no leak there. I used a stethescope to try to see if I had a vacuum leak but I can find one yet so I'm baffled.
Possibly related to this, is the carbon canister supposed to have two caps? Cause mine just has one.
