Color change, tell the DMV?

Ok well Im looking into gettin my car painted black, and my dad told his friend. According to this friend, after I change the color of my car, he said i have to report it to the DMV so they can change the Registration. Is this true? Do I need to go through some sort of inspection? If this is all true Im totally SCREWED. I removed the rear seatbelts and seat, the car no longer has airbag sensors, andIi was planning on installing Tilt steering. Not to mention I tossed the Smog pump and cats.

Im in NYC, The car is a 91. I have NEVER heard of this or anyhting like it, is it true or what?
 
I'm sure laws vary by state, but I think it's pretty normal that the DMV wants to be updated when you paint your car. If you don't, and a cop behind runs your plate, he might think the car is stolen and pull you over, since the color won't match the one listed on your registration.

I can't imagine you would have to go through any sort of inspection, maybe they would just want to look at your car and verify the color.

Maybe someone in NYC has gone through this?

A friend of mine had a car repainted. All it took for him was telling them the black notch he bought was now yellow. He did this when he was registering the car so all they did was change the color there.
 
I don't know if it even matters. My mystic is predominantly green, yet my insurance company has it down as purple and the dmv thinks its black. I didn't tell them the color either, this is them going by the vin.
