Shouldn't be any rust on rocker arm nuts or studs, unless the car sat outdoors with the hood & valve covers off and the heads exposed to the weather. If they were that bad, then the heads need to come off and be complete rebuilt along with replacing the studs , ditto for the rest of the engine.
