Compression #'s

First off, Iam no mechanic. Ive been having an issue with accelerating, loss of power, hesitates. The second it hesitates my fuel/air ratio gauge spikes from lean right to rich.

I'am also having a some blow by coming out of my breather caps, both passenger and driver side. So I assume the rings are gone. Valve cover's don't have baffles, maybe rubber grommet on breather cap?

Here's some basic's of the engine :

Dart 363 stroker
8:5:1 compression " Was built for boost but has been NA"
1500-2000 miles
Stage 1 TFS cam
205cc AFR heads
TFS upper/lower intake

I purchased this engine from a shop that specializes in Mustang's. Ever since I bought it, I've been having stupid little problem's. Before I had these 2 issue's, last year I had the same hesitating only difference was the engine light was on that time and supposedly it was just the coil. Fixed the issue for the 2 weekend's I had it out, 3rd time it started all over again and here Iam now.

I called the shop and spoke to the owner that know's every detail of this engine. Regarding the blow by, he asked what I put in for oil "Regular 20w50" which I was supposed too. He then asked how many litres do I put in, I said" I follow the dipstick" he then responded by telling me that the dipstick isn't accurate enough and that I should have called him to find out that I needed 7 litre's of oil and probably have blown ring's now. So does that sound like a load of crap? Putting the blame on me when he built the engine and should have supplied detailed info such as that upon installation?

Just yesterday, buddy of mine came over with his compression tester. At the time we didn't know we should have tested after car was warmed up. We did it while it was cold and all cylinder's were only 80 psi but one which was 70psi. I know these number's are crazy low but doesn't the low compression on the engine and cold test be the culprit? Try it after warming car up? It should be good because number's are consistent? Also just found out performance motors have low cranking compression due to bigger cam's.

Sorry for the novel, this crap have been stressful.. Hopefully someone with some good knowledge in this department that can shine in.
