Conv. Top HELP

Im having problems with something electrical in my top. The relays are both good, the switch is good. The top has juice to go down, but absolutely no juice to go up. I thought it was the relay but I put in a relay and still have that problem. It has all of its fluids, but I know for sure its electrical, any help?

If there is output at the switch to raise the top, are you sure the signal is reaching the control side of the relay to raise the top?

Probe the terminals at the socket (for the top-raising relay) when someone is holding the button to raise the top. Post the values you get.
