Convertible Top will not go up all the way

Hello everyone. I have been working on my convertible to for a few days now. I have checked the fluid and it was not low. I have just taken the top pins out of the cylinders and they extended another inch from where the top stops. I cannot move the top any more toward the close position so something is preventing it from moving. I have both rear side panels off and the linkages look fine so I think it may have something to do with the cables but I cannot see them. Does anyone have any ideas or what I could try next. The outside fabric on the roof does seem a little tight but I don't think tight enough to stop movement. Any help would be appreciated.
