Cooling fan not turning on.

The cooling fan on my 99 mustang won't turn on. I checked the fuse and that is fine so I tried putting direct power on the fan and it didn't turn on, so do I need a new fan motor?

IF the fan won't run on direct power and you are certain that the power jumpers are providing power then there's no other conclusion possible other than a wiring fault between the connector and the fan motor. But given the size of the wires a visual inspection should rule that in/out.
