couple of suspension/steering questions

looking at a new steering rack and pinion...whats the difference between offset and non-offset rack bushings?

my car is pretty much stock...referring to aftermarket front control arms, with spring cups or w/o?

the offset is for a car that is lower than stock. keeps the arms more straight
