absolutely. You simply thread them (with thread sealer on the threads going into the head) into the pedestals, and torque them down. To remove them, just remove the rockers, and loosen the studs.
 
red threadlocker only requires "heat and friction" to loosten up. So, run the motor to operating temp, pull the valve covers, and pull the rockers then the studs. Heat from the motor, friction from the ratchet/breaker bar/impact ratchet/whatever and voila!
 
Using Permatex red on aluminum means you're probably going to need, at the minimum, to chase the threads, if you don't end up with helicoils in every hole. You're not supposed to use thread locker on aluminum, unless of course you have a particular knack for performing machine work?
