I'm looking to remove and replace the ancient weather cracked hood decal on my 86. I've got a new one from lmr. Any tips on removal? Can I just do a second layer or will that look bad? Once I get the old one off does all the residue need to be removed? Its the giant black stripe from the factory in question.

Any imperfection will show through on the new one. I would get it off, and completely clean the hood before applying the new one.
Obviously you will have to manage it, but I would try a heat gun to help soften up the glue in getting the old one off.
