did i get a crap paint job on my hood?

I just got a hood that i bought which was red, repainted white. The paint job looked great the day i got it and for the first week. However, now i am noticing more and more flaws in the paint. But the main concern is that it seems like the paint chips very easily. I already have a bunch of rock chips in it and the red shows through. I was trying to adjust the hood/latch last nite to line up better and ended up shutting it to close to the fender and it took a chip out of the hood. I would think if it had nice coats of clear coat that it wouldnt chip so easy.

Is the paint job on the hood crap for chipping so easily and how do you tell if it was even clear coated?
