In Japan they make you jump though hoops for a car license, and while they have their share of bad drivers, I still think the level of awareness and etiquette was better. Just an observation.

. It's when the car seems barely attached to the road. A turn of the wheel that would normally move you into the other lane will just move you left or right a foot or so.
