since my vapor return line was melted and I cannot find a new one, and the fact that the emissions equipment is long gone from this car, how should I vent the gas tank?

Or trace back to the metal line and run a piece of rubber vapor hose from there.

Will a vented gas cap perform the same role as the charcoal canister in terms of preventing fumes from stinking up my garage?

its plastic all the way, with about 6 inches of rubber hose right at the canister. mines melted back to the firewall area, thats a long rubber hose. plus I'd like to clean up the engine bay while I'm here relooming all the wires and everything else.

if I get a vented gas cap, should I just cap the original line somewhere under the car, or at the tank, or...

There is a metal line under the car close to the tank. You can get back there, hook a hose to it and run it anywhere you want.
