Oil as a Source of Energy has been in Decline. In 1980, Oil was 45% of Energy Consumption, Today its at 34%. There is Oil and Natural Gas to be had in Offshore Drilling and in ANWR and yet these Nutjob Enviro-Mentals stop progress every time!

At a job i had years ago, we had electric carts to get around the convention center. During slow times we used to fool around and race each other, found out that with a full charge you could put it in neutral, floor it, and then put it into gear. Monster wheelstands!!! The carts would top out around 40mph., but they were definately torquey! Never had one break on us either.
