Engine revs itself in neutral? Help please.

Hello. I have a completely stock 2001 v6 5speed mustang (except I put a k&n air filter in and new plugs (i dont know if I torqued them correctly though)). Sometimes when I push in the clutch the engine revs itself to 3000 or 3500 rpms. then if I brake and completely stop then the engine will go down normal. Do you know what might cause this? The car has 56,500 miles on it. If you need any more information please ask. Thanks a bunch,

I reset the PCM but it didn't help. The engine still revs itself high when I push the clutch in.

The IAC looked a little dirty (the peices that I thought were steel were a darkish brown colour. I cleaned it with carb cleaner and ran the car around the blocked a few times. It didnt rev when I pushed the clutch in, but I only had it out for a few minutes. I'll know for sure if it was the IAC during my commute to work monday.

Also, I found a wire that was not connected to anything. Should this be connected to the battery? It was just hanging over the windshield fluid cap when I popped the hood. It is a red wire with what looks like a green fuse on it. Here is a picture of it:
