Exhaust question

I have a Flowmaster cat-back that was installed on my car before i got it. Whoever installed it did a very crappy job. The tailpipes rub on the tires and all I hear is the exhaust banging against the frame. Since I want to run bigger tires in the spring would it be possible to just dump my exhaust after the mufflers. This would allow me to run bigger tires and I don't have an o/r h-pipe (yet) so I won't have to worry about the smell of gas. Would this be legal in the state of Pennsylvania?
 
I know in New Jersey if you dump the pipes after the mufflers it's illegal only because it is not considered a full exhaust. Apparently a full exhaust is one that extends the body of the vehicle. I learned that after I dumped my pipes on my Chevelle.
Also, my friend has a flowmaster cat-back and his doesn't rub against the tire, but it does rattle against the frame...I don't know why though.
My Bassani doesn't do either, but I dont know if you wanna spend $610 on an after cat.
