explorer TB help

I have the TB off the explorer motor i found sitting here. Should i be able to open the butterfly thingy by hand??? The plate inside is kind of all grimed up with a little rust and i was just wondering if i should be able to open it by hand and if it's still usable if i cant. it wont budge...maybe im weak but maybe it SHOULDNT open by hand?

also...how can i go about cleaning this thing? it looks in pretty bad shape but i'd rather not buy a brand new TB if i can use this one.

Yes, you should be able to turn it by hand. Sometimes they get a little stuck and some force is needed to unstick it. Try spraying it with some PB Blaster or something before you use force. If you damage it while trying to unstick it then it was junk anyway.

Carb cleaner should clean it up.
