Failed inspection...help!

On the 23rd of December I failed my state inspection due to too much NOx(ppm). Here we have that dyno inspection that costs $40. My read out said I failed it on the high speed dyno run (1168 rpm, 25 mph), but passed it on the low speed run (1268 rpm, 15 mph). They gave me 15 days to get the problem fixed and come back without paying the $40 again.

For the past 2 months my CEL was coming on at highway speeds. I had autozone pull the code for me, and it read that my EGR was throwing the code. This happened once before about 2 years ago. Back then I took off the EGR and cleaned out the carbon build up and it worked fine. So I figured I would just repeat that process untill I saved up for a new one. Well, right after I failed the inspection I took my car into the local Ford dealer to have the brakes serviced, and I decided I would let them pull the code and see if they tell me the same thing. When I got the car back they told me it was the ECT (Engine Coolant Temp) sensor. So now I was confused on which one it would be. I went ahead and ordered a new ECT from 50resto.com. I finally got it last night, and my 15 days to get my car inspected is up tomorrow.

I am about to go and see if it will pass again, but my question is; has anyone else had a similar problem? Are the ECT and EGR somehow related, in that if one fails it could cause the other to malfunction? Why would autozone read a bad EGR, and the Ford dealer read a bad ECT from the same code?? I'm confused.
