Failed visual on emissions, what do I need?

I can't believe this! I was pretty sure I was going to fail visual, but still.. I passed the damn sniffer test! Let me pass!

Results:

Air System: Fail
Catalytic Converter: Pass
Gas cap test: Pass

Hydrocarbons (HC) in PPM
1st idle reading: 428
Precond reading: 93
Precond standard: 120
Final reading: 150
Idle standard: 250
Result: Pass

Carbon monoxide (CO) in %
1st idle reading: 0.08
Precond reading: 0.48
Precond standard: 1.00
Final reading: 0.92
Idle standard: 2.00
Result: Pass

I'm not sure what I need to pass the 'Air System'. I haven't looked at the Tech section yet, I'm mostly complaining/whining that I was so close to passing.

I have a question though, do I have to re-take the sniffer test, since I passed that, but failed visual? Or are they just going to now pop the hood and see if I have whatever I need, and pass me?

What air system failed you? Does that mean you didnt' have the choke my engine down breather that Ford put on from the factory?? I'm dense to all the pollution inspection crap, never had to deal with it in Ohio and don't have to currently here in TN

I wish I knew, the guy didn't know.. and he was the one looking for it!

It just says "AIR SYSTEM: FAIL"

I'm going to attempt to exempt it via insurance.

if the tech at teh place failed you, how is he qualified to do so if he can't tell you what to fix? It sounds like somebody doesnt' know their job.

Gael,

Are the air pump and hoses still installed on the engine? There should be a belt-driven pump just below the alternator that pumps air back through rubber hose to a metal pipe on the back of the engine. The metal pipe is bolted to the back of the heads to pump air into the exhaust ports to help feed the catalytic converters. If that is intact, then it may be a missing or blocked off hose somewhere else. The inspection station should be able to give you more details on what they believe is missing or not functioning.

I looked at your engine bay pics and it looks like you have no PCV valve on the valve covers with the hose routed to the air cleaner in this pic:

This may have been why you failed. I also don't see the air pump, so that may be another reason, but I would check with the inspection station to see if that was the problem. Or you could install one and take it back to see if they will pass it.

OOPS! Went back and looked some more and I see the PCV line now routed to the carb base in this pic:

They may still be concerned about the open breather/fill cap on the passenger side valve cover. Most cars have a hose from the top of the oil fill cap to the carb base, and the PCV valve connected to the air cleaner base.

My PCV is running to my carburetor. I have that, and catalytic converters. That's it.

So I'm not suprised that I failed, but I passed last time with my 302 without it too. I'm going to try to get out of it via insurance. *crosses fingers*

If I do try to pass visual again, I just want to pretend like I have things that are on the car and are working correctly, when in reality, they aren't doing a damn thing.

I don't see an EGR valve. And that 4 bbl has got to go, if it wasn't offered with the 4-bbl from the factory it won't pass the visual.

You shouldn't see anything. What I still find amusing is this. The last 2 years I've gone to emissions, I passed. 302, Holley Street Avenger 670cfm carb, Headers (not as insane as this one), Torker II intake, and NO smog components what so ever. Maybe they thought my PS pump was my smog pump last year? I should try fake hooking that up.

If I went by previous experience, there's no reason why I shouldn't have passed. I think all they want is something hooked up to the belts that spins, and they'll be happy. But I'm not sure.

Does anyone have good pictures of an engine with the smog parts? Like whatever's hooked up to the belt system? That'd be helpful. I hope I don't have to fake that I have the stuff set up.

It would be hooked up and spins off the belt......but won't do much for emissions. Sounds like the guy inspecting is just a f**ktard......he probly doesn't know the difference between his a$$ and a hole in the ground.

Damnit this blows, I can't exempt myself from emissions through insurance, I gotta have 5 years driving experience, and I'm only 20. I need to be 22 I think.

So I guess I'll probably need to find the smog pump and some of that stuff, and pretend like it works.

what's ridiculous is the fact that you passed the sniffer, but upon visual inspection they flunk you, isnt' the sniffer the important portion of the test which says how much crap your car is puking out? It tells me that your car is in better shape than most newer ones on the road. Sad people at the inspection station, they must be chevy guys or something, hehe.

Gael, Don't know what the laws are in Ariz. The way I got around emissions for my 78 KC, I had it titled Antique, with Antique plates. It is exempt from emissions here in Pa.
There are mileage limitations, but mine is'nt a daily driver. It comes out on nice days & for shows.

we actually have two(Pa) Classic and Antique both are emmisions exempt.Classic plates anything over 15yrs old, Antique anything over 20.$75 One time registration + $22.50 for a title fee. Send in 4 pics of the car- front, back, and both sides. Antigue and Classic plates are available for trucks, and buses, but they MAY NOT be used to haul cargo, or passengers.

I have the application for my II here in front of me since I won't pass the visual here in Monroe cnty Pa either. My smog stuff is LONG gone. Never had it when I bought the car from the PO.

Yea, when I bought my car it had none of it either.

I'm hoping this'll be enough to let me pass. I'm obviously gonna connect hoses to it, one's going under the car, the other is going to the carb. We'll see how it goes, I plan to try to take it tomorrow. I gotta lean the carb out again though, we richened it up to make it driveable.

Jim, Best thing about Antique Plate, no more State Safety Inspection. Classic you still need to pass safety inspections, in Pa.
