I was able to run 13.5s with my 00 GT.

in terms of mods if I remember correctly:
Steeda pullies
BBK CAI
Bassani X pipe(with cats)
Bassani Catback
2,800 PI Stall
3.73 gears
Mustang Magic dyno tune

I don't think there was anythign else

plus the day I ran the 13.5s it was basically 100 degrees. It was at Modular Shootout 4 in Maryland.
