um, nuts, bolts, and fender washers.

You have access to the underside through the fenderwell.

Ok, you can make small plates and weld flange nuts or regular nuts (but you probably already knew that ) but if you want to retain adjustability you can't weld them to the car. Then you would've spent the time making plates and welding nuts to them only to have the same solution you could've had for $1.50 from the hardware store.

You will not find a die for recessing fender "j-nuts" in any standard die catalog. You could have one made for around $100.00 or more (well wait you are a smart guy, make your own) and the you could spend the afternoon recessing all the "j-nuts" and hopefully you got rid of the gap you are trying to avoid. After spending all the time and or money you, again, have a solution that you could've had for $1.50 from the hardware store.

You asked an pretty vague question, I gave a quick easy answer. I guess my mistake was prefacing my answer with an "um." Get over yourself.
