Fixed timing

This is my first tuning adventure. I have an idle surge problem. I'm trying to match the timing to ts. Is it normal for the timing to change with rpms on the balancer while set to fixed timing?

no it is not. are you pulling the spout? you no longer pull the spout with MS

I figured not. I bypassed the msd box and now it stays fixed.
