Fox Rear drum problems

I'm putting new shoes and a new drum on the back of my 91 gt, I have it all back together but the shoes wont fit together at the top, the top edge of the shoes where they come together at the top of the drum wont come together unless I wind in the adjusting wheel, but when that's wound in the bottom is too far apart, so, the drum wont fit over the shoes. It's not hung up on the backing plate, and the cylinder isn't pressing out, anybody know how to fix this, thanks

I figured it out, the e brake plate wasn't seated properly, it was hung up on something, thanks anyways
