I was always assuming that the front frame rails were on a parallel plane to the rockers. I see in your 1970 diagram that they are not. I'm working on a '66 and about to be working on a '65 also pulling on the front rails. I went and dug up a 1964.5 to 1966 frame dimensions diagram and now I see why after I did a pull some years back, when I got done, the fenders needed a bunch (over a 1/4") of shims to get the fenders to sit up high enough in the front. Although it would be a logical assumption that the front rails would be parallel to the rockers, this IS NOT the case. I'm glad that I came across this question in your thread.
Since you have the 1970 diagram posted (is it the same as 1967-68?) I hope that you don't mind me adding the 1964.5 to 1966 diagram here.
