fuel gauge show full all the time

My fuel gauge, in my '88GT, is always pinned past the full mark regardless of amount of fuel in the tank. Is that a faulty sending unit in the tank or something behind the instrument cluster.

Also, when the tank is full or almost full, I head a banging in the tank when making turns. Did something come loose in the tank?
 
The gauge can be the sending unit, a short in the sender wire, a bad gauge, A-S module, and so on.

The noise you hear might be a broken baffle or a corpse in the tank (timely Halloween humor attempt). I've come across some really weird things inside a tank. The baffle is fairly likely however.
