Fuel Gauge Trouble

Trying to figure out why gas gauge won't work I install a new instrument cluster regulator new sending unit. I also install white face overlays ,led cluster lights well everything works but the gauge doesn't but after taking out cluster a few times I figure that it does work but only when the cluster is not screwed to dash does this mean that I have a short? Don't think so or is there some kind of insulator I'm missing? After six long years this is my last mission

you might have a short somewhere. check the wiring over carefully to see if there is a spot where teh insulation is frayed or worn through.
