Trying to get my stang to start after sitting for a bit. Did a basic tune up. Car cranks but does not start. I tested the wiring harness to the fuel pump and two pins show no voltage. Is this normal? If so, good chance the fuel pump needs to be replaced?

It's unclear to me EXACTLY what connection and which pins you are testing.
The initial GOLD standard test for the fuel pump is to test for initial key on power at the trunk mounted IFS switch. Use a test light that will "load" the circuit. It may be necessary to cycle the key on/pause/off while watching the test light. What to do next depends upon the results of this GOLD test.
