Fuel pressure too high

I am having a problem setting my fuel pressure. I just built a 331 with AFR165 heads, E303, Cobra intake, 65mm tb, 24lb inj, Kirban billit regulator, 255lph pump, C&L 76, an NX 50-150 wet kit(will not use until problem is solved). I also have an s-trim on the way, that will not get used until my tuning issues are solved.

My pressure will not go below 44 psi :shrug: (vacuum line on or off).
There are no vacuum leaks,
I can raise the pressure by tightening adjustment bolt,
Even if I back the bolt out all the way it wont drop below 44psi
I started with a paxton billit regulator(which I thought was the problem),switched to the kirban, same outcome.
My gauge is verified acurate.

My next step is checking the return line for restriction.

Any ideas would be greatly appreciated.

It is not uncommon for static pressure to go up with a higher volume pump though.

I finally got it set. I taped my fuel pressure test gauge to my windshield and hit the back roads. With the vacuum line off, at full throttle I was finally able to set my pressure to 38psi. :nice:
