Fuel Pump Eccentric

I will try and make this short but I keep having an issue with my fuel pump eccentric coming lose. This happened once last year and after figuring out that the eccentric was the problem, I was blaming it on just overlooking torqueing it down after a cam swap. But know this has happened again and for the life of me cannot figure out why. Has anyone got any ideas on why this could be happening? Obvisouly the fix would be to block it off and go with an electric fuel pump but I really want to figure out why this is happening first. Any thoughts......

It is fine as long as the eccentric is adequately engaging the dowel and the dowel isn't sticking up too far. The cam/eccentric bolt should have some blue(removable) Loctite on the threads.

BTW, what size is that dowel? Is it 5/16"?
