OK so I manned up and got a Walbro 255 lph fuel pump and I'm ready to install it back into the tank now.

When I removed the old pump assembly, there was what looked like the neck of a rotted orange baloon clamped onto the end of the return line.

Do I need this? If so, what's it called and can I get it at the Parts store?

Not sure whats its called. But I have changed pumps before and the rubber tip was gone. I dont think it will hurt anything if its not there.

It is a check valve or flapper that prevents backflow into the return plumbing. I wouldn't worry about it too much, it probably died a long time ago.
