The lack of cats is probably simply allowing emissions to dump a bit more than normal. If there isnt adequate ventillation in the garage, even with cats I can get a headache.
Now if you smell or feel that actual gas fumes are escaping, that isnt good and is a possible recipe for an explosion (as JRichker points out, a gas or fuel vapor leak and pilot lights for water heaters, etc, dont mix).

I cant say that it's normal, but if I back into the garage, I get fumed out myself. If you can open a back door or window it will help a lot. Be careful with CO! Bump for you.
