Fuse keeps blowing 1994 Mustang GT

I replaced the fuse that controls the radio, keyless entry, power mirrows, clock, etc. The diagram shows its a 10amp but someone had a 15amp in its place. I installed a 10amp and it blew. I installed a 15amp and it blew also. All without turning on the key. Hoping to find out how to trace down the short. Would the keyless entry be the only thing that would have power to it with the key off?
