gauge cluster questions ( general )

I was wondering if i was to remove my gauge cluster from my 1997 mitsubishi and for fun make a completely custom setup would this be legal? Plan was to use all digital round guages and add mil light along with temp light and a few others. wiring is a breeze the mil will activate as it did stock i was just wondering if the inspection guys would fail it due to it not being a stock cluster? I have made a alum template for the mil light basically a led light with alum template the simply says check engine. any ideas if this will work. i live in delaware and according to the laws. nothing says you cant replace your cluster, however the tech looks at the mil to make sure its not on and when the key is on in accessory the light must be on. thanks for any help

As far as I know that is not illegal anywhere as long as the new cluster is fully functional. Do a clean job of it to be safe.
