Gauges Won't Illuminate

I just replaced the wiring harness and the headlight switch. All the fuses checked out ok as well. The gauges won't light up at all. When I turn the headlights on, the interior clock dims and I can't adjust the level of brightness on it despite turning the headlight switch. Also this problem began the same day that my car wouldn't start because the battery was dead. I'm not sure if there would be an relation. Any thoughts?

Double check fuse 13.

Put a test light on fuse 13 (on top of the fuse, there are exposed metal tabs that you can probe) and run the dimmer up and down. The test light should dim as the dimmer is turned.

If not, I'd do the same test on the dimmer wire in the back of the headlight switch.
