Grammatical preferences, or just plain worng?

I have noticed over the past few weeks a certain term that keeps arising from some of our newer members. They start some of their posts off with the phrase:

"I am wanting to..." or "I was wanting to..."

Where does this grammer come from? I heard it today on Judge Judy as well, and don't understand where people are being taught this? Why not just say:

"I want to..." or "I would like to..."

I've no idea if this the grammar that they are teaching in school or just one of those interesting ways in which kids (these days) slaughter the English language?
