I don't know if it's needed (I would think so), but you can just reuse one of those tabs that held the blanket in place, and pop it right back in the hole only without the blanket.
 
About the only thing I can think of where it might be needed: I assume the under hood light uses a mercury switch (I have no idea - many cars do use one however). I wonder if the wire is for that.

Its for AM radio. I guess engine harmonics or something can interfere with am radio.

I took mine off my 03, and yes it does affect the am radio a bit, but not a big deal.

And yes u only need the strap if u have that hood blanket on.
