02GTRX: Before I did the GT500 front end conversion on my car, I had the same issue as you. I had a cop flash his lights at me, and I was going to hit him with the high-beams, but I just gotten my car and fumbled with the switch, so I didn't get to in time. Sure enough, he turned around, and pulled me over.
I was kind of a smart-*ss with him because of his attitude. When he asked why didn't I turn off my high beams, I said they have to be turned on before I can turn them off. Sure enough, he gave me a ticket, and I took it to court. I took pictures of my car, and I took a brochure from a Ford dealer to compare my car to it, and the ticket was dismissed.
Nowadays, I have a different problem. I added HID lighting to my car, and everyone flashes their lights at me. However, when I hit them with the HID high beams, I shine light into their souls! I can clearly see their faces when we pass each other, and it does not fail to amuse me every time it's happened throughout the course of year now.
I agree with the above post: People ARE always going to bitch, and I wouldn't conform to turning off my fogs. I also think it "looks cool". I'd prefer to be blinded for three seconds than hear a ricer with a fart-can exhaust for one second. IMO, that is infinitely more annoying than someone having their fog lights turned on when there isn't any fog.
