Im in a position to buy the heads off a 99 explorer. The junkyard man said the explorer had 13,000 miles on it, the block was cracked so they took the heads off. He said they are either $250 for one, or $300 for two. Being that they have 13,000 miles on them, and the block they came off of is cracked, is that agood deal. wood the cracked block affect the heads?

1300 miles and the motor went? I dunno if I would buy them off a 13000 mile motor that went. Think of how it was treated. Possibly never got any oil. You should strip everything off the head and start with the bare casting and start fresh just in case.

Examine the heads very closely. Look for any damage to the valves and check for warping of the heads themselves. That is really odd that a 13,000 mile motor just cracked. There is a very good chance the motor was abused, so use that against the junk yard. Make sure the heads really are P heads; there are a two things to look for. The heads will have GT40P in the casting AND there will be four lines on the end of the head. GT40's only have 3.

What do you mean by four lines on the end of the head

id take those heads to a machine shop and have them magnaflux it. then have them check for warpage on the combustion side with a straight edge and feeler guage. Make sure they use .0015" feeler guage. 13k on the clock and the motor blows, id put that thing through so many tests.
