Hanging revs, slow to return to idle

My buddy just picked up a 06 GT. When he revs it up and gets off the throttle the RPM's kinda "hang" then slowly drop. Its annoying. My 2000 GT did the same but there was a comon mod to fix. It was a plate with a smaller hole in it that went where the IAC (Idle Air Controller) bolted to the intake. I couldnt find a IAC on my buddies 2006. I there a way to fix the slow to return idle issue with his Mustang? Or i it all a part of the throttle by wire? With my old school throttle cable I can smoke him out of the hole and do a better burnout.
 
I think they all do that, my buddy's auto is worse than my manual. It is actually helpfull to the drivetrain and part of the drive-by-wire, the computer is making all the calls.
