Maybe you can back up and tell us a lot more about the car. We know its a 1990 with the AC completely removed under the hood and that you have replaced the fuel pump and fuel pump relay. That is literally all we know and you are wanting us to help you diagnosis a fuel pump power issue over the internet. Can you tell us what all has been done to the car (you may not know as it sounds like you bought it from another person)? Did it run just fine then all of a sudden start this or was it like this when you got it? Have you looked at any of the wiring? When there is no power to the pump how are you determining this?
