Help! Code 95/96 1992 5.0 Lx Crank-no Start

Hey Guys, need some help from fellow enthusiasts. I've been banging my head for a month since my Mustang died on me. :bang:

So after I pick up my girl and leave to get burgers, I feel some throttle hesitation and make it to the burger joint "ok". After eating, my car starts up, stumbles a few feet and dies, restart, same thing, then it’s only crank and no start.

I had just changed spark plugs 2 days before and gapped them to .054inches. Bosch Spark plugs. I confirmed that I got spark by putting the old Autolite XP spark plug in the coil wire and grounding while bypassing the ignition solenoid with jumper cables. I tested the Fuel Pump (FP) by grounding FP lead (green&orange) on the diagnostic connector. Pressed the Schrader valve and gas squirt out. So having fuel and spark I thought I lost compression and had the car towed home.

At home I pulled
Code 95: Fuel pump secondary circuit fault
Code 96: Fuel pump secondary circuit fault/High speed fuel pump relay open
I checked Fuel pressure at the injector rails. Got round 10PSI. So I replaced the Fuel Pump and Fuel Filter.
Now I’m getting 36-41PSI with good working fuel pressure regulator working.

So I did a compression test and getting around 150-160PSI each cylinder.
There’s No “chocolate milk” in the radiator, or “mayonnaise” under the oil fill cap to indicate a blown head gasket.
Pulled spark plug wires and I am getting good spark. I found spark plug cable #7 was bad and replaced it with a good working spare old one. Firing order is correct.

Following electrical diagrams I tested and found battery voltage (B+) at the EEC Relay and Fuel Pump Relay. I replaced them both anyway to be sure.
I cleaned the ground to the battery negative by the driver strut tower, FP Relay under driver seat, and EEC Relay by the Computer (Passenger Kick panel). I tested the Thick Film Ignition(TFI) Module and its good, but replaced it anyway.
I even sent in my computer to get tested and rebuilt, but the company called back and said they couldn’t find
a problem.

Now I recently took out the original Autolite XP spark plugs and they were gas fouled and pretty dark/dirty, and put in the new/clean Bosch spark plugs. I also took apart the Fuel Injector harness (“Salt and Pepper” connector) and cleaned/dielectric greased it and now the codes have gone away, but it still will crank and not start! I got a loud pop backfire and that’s a good sign but it’s not starting.

I am at a loss and wondering if anyone has some idea that hasn’t been tried or mentioned?:shrug:

Cranks OK, but No Start Checklist for Fuel Injected Mustangs

A word about this checklist before you start: it is arranged in a specific order to put the most likely failure items first. That will save you time, energy and money. Start at the top of the list and work your way down. Jumping around will possibly cause you to miss just what you need to see to find and fix the problem. Don’t skip any steps because the next step depends on the last step working correctly.

All text applies to all models unless stated otherwise.

Note: 94-95 specific changes are in red

1.) Remove push on connector (small red/blue wire) from starter solenoid and turn ignition switch to the Run position. Place car in neutral or Park and set the parking brake. Remove the coil wire from distributor & and hold it 3/8” away from the engine block. Jumper the screw to the big bolt on the starter solenoid that has the battery wire connected to it. You should get a nice fat blue spark.
Most of the items are electrical in nature, so a test light, or even better, a voltmeter, is helpful to be sure they have power to them.

No spark, possible failed items in order of their probability:
A.) MSD or Crane ignition box if so equipped
B.) PIP sensor in distributor. The PIP sensor supplies the timing pulse to trigger the TFI and injectors. A failing PIP sensor will sometimes let the engine start if the SPOUT is removed. See paragraph 5A – Using a noid light will tell if the PIP is working by flashing when the engine is cranking.
C.) TFI module: use a test light to check the TFI module. Place one lead of the test light on the red/green wire on the ignition coil connector and the other lead on the dark green/yellow wire on the ignition coil connector. If the TFI is working properly, the test light will flash when the engine is cranked using the ignition switch.
D.) Coil
E.) No EEC or computer power - EEC or computer relay failure
86-93 models only: EEC relay next to computer - look for 12 volts at the fuel injector red wires.
94-95 models only: EEC or PCM power relay in the constant control relay module. Look for 12 volts at the fuel injector red wires.
Both 86-93 and 94-95 models: No 12 volts with the ignition switch in the run position on the fuel injector red wires. The relay has failed or there is no power coming from the ignition switch. Make sure that there is 12 volts on the red/green wire on the coil before replacing the relay.
F.) No EEC or computer power - fuse or fuse link failure
86-93 models only: Fuse links in wiring harness - look for 12 volts at the fuel injector red wires. All the fuse links live in a bundle up near the starter solenoid. Look for a 20 gauge blue fuse link connected to 2 black/orange 14 gauge wires.
94-95 models only: 20 amp EEC fuse in the engine compartment fuse box. Look for 12 volts at the fuel injector red wires.
G.) Ignition switch - look for 12 volts at the ignition coil red/lt green wire. No 12 volts, blown fuse link or faulty ignition switch. Remove the plastic from around the ignition switch and look for 12 volts on the red/green wire on the ignition switch with it in the Run position. No 12 volts and the ignition switch is faulty. If 12 volts is present in the Run position at the ignition switch but not at the coil, then the fuse or fuse link is blown.
Note: fuses or fuse links blow for a reason. Don’t replace either a fuse or fuse link with one with a larger rating than stock. Doing so invites an electrical fire.
Ignition fuse links may be replaced with an inline fuse holder and 5 amp fuse for troubleshooting purposes.
94-95 models only: Check inside fuse panel for fuse #18 blown – 20 amp fuse
H.) Missing or loose computer power ground. The computer has its own dedicated power ground that comes off the ground pigtail on the battery ground wire. Due to it's proximity to the battery, it may become corroded by acid fumes from the battery.
In 86-90 model cars, it is a black cylinder about 2 1/2" long by 1" diameter with a black/lt green wire.
In 91-95 model cars it is a black cylinder about 2 1/2" long by 1" diameter with a black/white wire.
You'll find it up next to the starter solenoid where the wire goes into the wiring harness
I.) Computer. Don’t replace the computer just because you don’t understand how it works. Computers seldom fail, it usually is a sensor or wiring problem that causes the problems.
J.) Bad or missing secondary power ground. It is located between the back of the intake manifold and the driver's side firewall. It supplies ground for the alternator, A/C compressor clutch and other electrical accessories such as the gauges.
K.) Engine fires briefly, but dies immediately when the key is released to the Run position. Crank the engine & when it fires off, pull the small push on connector (red/blue wire) off the starter relay (Looks like it is stuck on a screw). Hold the switch in the crank position: if it continues to run there is a problem with either the ignition switch or TFI module. Check for 12 volts at the red/green wire on the coil with the switch in the Run position. Good 12 volts, then replace the TFI. No 12 volts, replace the ignition switch.

2.) Spark at coil wire, pull #1 plug wire off at the spark plug and check to see spark. No spark, possible failed items in order of their probability: [/b]
A.) Moisture inside distributor – remove cap, dry off & spray with WD40
B.) Distributor cap
C.) Rotor
D.) Spark Plug wires
E.) Coil weak or intermittent - you should see 3/8" fat blue spark with a good coil

3.) Spark at spark plug, but no start.
Next, get a can of starting fluid (ether) from your local auto parts store: costs a $1.30 or so. Then pull the air duct off at the throttle body elbow, open the throttle, and spray the ether in it. Reconnect the air duct and try to start the car. Do not try to start the car without reconnecting the air duct.

Two reasons:
1.) If it backfires, the chance for a serious fire is increased.
2.) On Mass Air cars, the computer needs to measure the MAF flow once the engine starts.
If it starts then, you have a fuel management issue. Continue the checklist with emphasis of fuel related items that follow. If it doesn’t, then it is a computer or timing issue: see Step 4.

Clue – listen for the fuel pump to prime when you first turn the ignition switch on. It should run for 2-4 seconds and shut off. To trick the fuel pump into running, find the EEC test connector and jump the connector in the Upper RH corner to ground. The EEC connector is near the wiper motor and LH hood hinge.

If the relay & inertia switch are OK, you will have power to the pump. Check fuel pressure – remove the cap from the Schrader valve behind the alternator and depress the core. Fuel should squirt out, catch it in a rag. Beware of fire hazard when you do this. In a pinch, you can use a tire pressure gauge to measure the fuel pressure. It may not be completely accurate, but you will have some clue as to how much pressure you have. If you have any doubts about having sufficient fuel flow/pressure, rent a fuel pressure test gauge from the auto parts store. That will tell you for sure if you have adequate fuel pressure.


4.) No fuel pressure, possible failed items in order of their probability:
A.) Tripped inertia switch – Coupe & hatch cars hide it under the plastic trim covering the driver's side taillight. Use the voltmeter or test light to make sure you have power to both sides of the switch
B.) Fuel pump power relay – located under the driver’s seat in most stangs built before 92. On 92 and later model cars it is located below the Mass Air Flow meter. Look for 12 volts at the Pink/Black wire on the fuel pump relay.
C.) Clogged fuel filter
D.) Failed fuel pump
E.) 86-90 models only: Blown fuse link in wiring harness. Look for 12 volts at the Orange/Lt Blue wire on the fuel pump relay.
91-93 models only Blown fuse link in wiring harness. Look for 12 volts at the Pink/Black wire on the fuel pump relay.
The fuse links for all model years 86-93 live in the wiring harness near the starter solenoid.
94-95 models only: 20 amp fuel pump fuse in the engine compartment fuse box. Look for 12 volts at the Dark green/yellow wire on the constant control relay module.
F.) Engine seem to load up on fuel and may have black smoke at the tailpipe. Fuel pressure regulator failed. Remove the vacuum line from the regulator and inspect for fuel escaping while the pump is running. If fuel is coming out the vacuum port, the regulator has failed. Check the regulator vacuum line for fuel too. Disconnect it from the engine and blow air though it. If you find gas, the regulator has failed.

5.) Fuel pressure OK, the injectors are not firing.
A.) The PIP sensor in the distributor tells the computer when to fire the injectors. A failing PIP sensor will sometimes let the engine start if the SPOUT is removed.
A noid light available from any auto parts store, is one way to test the injector circuit to see if the injectors are firing. The noid light plugs into the fuel injector harness in place of any easily accessible injector. Plug it in and try to start the engine: it will flash if the injector is firing.

I like to use an old injector with compressed air applied to the injector where the fuel rail would normally connect. I hook the whole thing up, apply compressed air to the injector and stick it in a paper cup of soapy water. When the engine cranks with the ignition switch on, if the injector fires, it makes bubbles. Cheap if you have the stuff laying around, and works good too.
B.) Pull an injector wire connector off and look for 12 volts on the red wire when the ignition switch is on.
C.) No power, then look for problems with the 10 pin connecter (salt & pepper shakers at the rear of the upper manifold).

The injector power pin is the VPWR pin in the black 10 pin connector.


D.) No power and the 10 pin connections are good: look for broken wiring between the orange/black wire on the EEC relay and the red wire for the 10 pin connectors.
E.) TPS voltage exceeds 3.7 volts with the throttle closed. This will shut off the injectors, since the computer uses this strategy to clear a flooded engine. Use a DVM, a pair of safety pins, and probe the black/white and green wires to measure the TPS voltage.
On a 94-95 Mustang, probe the black/white and grey/white wires to measure the TPS voltage.
It should be .5-.1.0 volts with the key on, engine not running. Note that if the black/white wire (signal ground) has a bad connection, you will get some strange readings. Make a second measurement using the battery post as the ground to eliminate any ground problems. If the readings are different by more than 5%, you may have a high resistance condition in the black/white signal ground circuit.

6.) Spark & fuel pressure OK.
A.) Failed IAB or improperly set base idle (no airflow to start engine). Press the throttle ¼ way down and try to start the car. See the "Surging Idle Checklist for help with all your idle/stall problems.
B.) Failed computer (not very likely)
C.) Engine ignition or cam timing off: only likely if the engine has been worked on recently. If you removed the distributor, there is a good probability that you installed it 180 degrees out of time.
D.) Firing order off: HO & 351 use a different firing order from the non HO engines.
HO & 351W 1-3-7-2-6-5-4-8
Non HO 1-5-4-2-6-3-7-8
E.) No start when hot - Press the throttle to the floor & try starting it if you get this far. If it starts, replace the ECT.
F. ) Engine that has had the heads off or valves adjusted. Do a compression test to make sure the valves are not adjusted too tight. You should have a minimum of 90 PSI on a cold engine.
 
Ive pretty much done EVERYTHING you've said on your posts jrichker, even on the AllFordMustangs website I've seen you posts and tested like you said. I measured 12volts at the injectors and also used a noid light to test all the injectors that I can get to, (good), without removing the intake manifold. I also tested the Throttle Position Sensor (TPS) (good), but I'd like to test the MAF and BARO sensors this weekend. I also cleaned the 10 Pin Connector and thats when the code went away. It wouldn't start, just crank and stumble/backfire a littlebit but no takeoff.
 
Maybe a hose or vacuum line blew? My pcv came out once while driving and did something similar.

From what you described it sounds like your problem started with fuel. 10 psi is way too low. With engine running and vacuum line unplugged the fuel pressure should be around 40. Which sounds like you got.

It might be the fuel pump relay. It located under the air filter box. Maybe someone with drawings can give you a illustration. I never had issues with mine but I replaced them all anyways a while back with the frpp sensor and relay kit.
 
Yes and all the tests are coming out good, but gota question...

If i use a noid light to plug the spout connector, it should flash just like checking for switching on a fuel injection harness right?
Not a valid use of a noid light.

Your code dump should have yielded a code 11. No code 11, then you have computer or wiring problems.

If you squirt starting fluid in the intake and try to start the car, does it run briefly?

Have you tried starting the car with the SPOUT removed from the TFI harness?
 
After I cleaned the Fuel Injector Harness connector ("Salt&Pepper shakers) the code 96 went away and only 10 and 11 were left.

@vfast which wire should i check? It cranks, and voltage goes to Comp/Fuel Pump/Inj./Coil/Spark

@jAEded Checked all my hoses, and replaced relay, and tested for voltage.

I also sent in my computer to get tested/rebuilt. Wasted $200.00!!! So don't send it in unless you guys put in a known good/working similar computer to rule that out.

Starting fluid does not help, still "sputters", occasional backfire. I can "see"/smell gas fumes coming out of the tailpipe from cranking so much.
And removing SPOUT did the same thing.

Rechecked for codes and Code 96 popped up.........AGAIN :/

I called Pepboy's hotline to get help and he told me to check the MAF and MAP.
The MAF checked out good until the last wire where i need the car running for signal
The MAP had power and ground but 0.00Hertz Signal.
The MAP supposed to give a signal in hertz right?
 
A dead MAP will set code 22...

MAP/BARO sensor operation and code 22

Revised 19-Jul-2011 to add functional descriptions for MAP and BARO operation.

On a Speed Density car, the MAP/BARO sensor is connected to the intake manifold and acts to sense the manifold pressure. Lower vacuum inside the intake manifold when combined with more throttle opening measured by the TPS means more airflow through the engine. As airflow increases, fuel flow through the injectors needs to increase to keep the air/fuel ratio where it needs to be. When manifold vacuum increases, the engine is either decelerating or idling, and it needs to reduce the fuel flow through the injectors.

On a Mass Air car, the MAP/BARO sensor vents to open air and actually senses the barometric pressure due to changes in weather and altitude. Its purpose is to set a baseline for the computer to know the barometric pressure. As barometric pressure decreases, it leans out the fuel flow to compensate for less oxygen in the air. When the barometric pressure rises, it increases to add fuel since there is more oxygen in the air. The fuel requirements decrease as altitude increases, since the atmospheric pressure decreases.

Disconnecting the MAP or BARO sensor will set code 22.

Misconnecting the BARO sensor to vacuum on a Mass Air car will cause the computer to lean out the fuel mixture.

Code 22 or 126 MAP (vacuum) or BARO signal out of range. The MAP or BARO sensor is pretty much the same sensor for both Mass Air & Speed Density cars. The main difference is where it is connected. Mass Air cars vent it to the atmosphere, while Speed Density cars connect it to the intake manifold vacuum. Its purpose is to help set a baseline for the air/fuel mixture by sensing changes in barometric pressure. The MAP or BAP sensor puts out a 5 volt square wave that changes frequency with variations in atmospheric pressure. The base is 154 HZ at 29.92" of mercury - dry sunny day at sea level, about 68-72 degrees. You need an oscilloscope or frequency meter to measure it. There a very few DVM’s with a price tag under $40 that will measure frequency, but there are some out there.

The MAP/BARO sensor is mounted on the firewall behind the upper manifold on 86-93 Mustangs.

Baro or MAP test using a real frequency meter - run the test key on, engine off. The noise from the ignition system will likely upset the frequency meter. I used a 10 x oscilloscope probe connected from the frequency meter to the MAP/BAP to reduce the jitter in the meter's readout. And oscilloscope is very useful if you have access to one or know of someone who does. With an oscilloscope, you can see the waveform and amplitude.

If it is defective, your air/fuel ratio will be off and the car’s performance & emissions will suffer

Some basic checks you can make to be sure that the sensor is getting power & ground:
Note that all resistance tests must be done with power off. Measuring resistance with a circuit powered on will give false readings and possibly damage the meter.
Check the resistance between the black/white wire on the MAP/BARO sensor and then the black/white wire on the EGR and the same wire on the TPS. It should be less than 1 ohm. Next check the resistance between the black/white wire and the negative battery cable. It should be less than 1.5 ohm.

The following power on check requires you to turn the ignition switch to the Run position.
Use a DVM to check for 5 volts on the orange/white wire. If it is missing, look for +5 volts at the orange/white wire on the TPS or EGR sensors. Use the black/white wire for the ground for the DVM.
 
Use the green/black wire for signal and the black/white wire for ground.

Be sure to test the black/white wire as described in my MAP/BARO sensor operation and code 22 post.
 
Ok, so i plugged in a new BARO sensor, and it still won't start.
But I also accidentally retrieved codes with the BARO sensor unplugged and got the code 22. So I plugged it in, erased the codes, and retested for codes. Now its not even giving me code 96
Just code 11: System OK (O,CM) - So I'm ruling the BARO out since the old one didn't throw a code.

I took a long look at the wiring diagram "91-93 EEC Pinout" (posted by tmoss) and tested the following.

Green w/yellow-stripe to Battery Negative: 14.4 ohms (Power to Fuel Pump - Batt Ground)

Is that an acceptable ohm reading for a stock replacement fuel pump? :shrug:

I also measured the resistance of all 8 Fuel Injectors using the red DVOM test lead to EEC Pin 37 and the black test lead to Pins; 58, 59, 12, 13, 14, 15, 42, and 52.

All fuel injectors read 14.7 ohms, which I believe is standard and/or an acceptable value from these websites

I also tested fuel injector #1, 2, and 4 directly and got the same exact values.

ALMOST STK sent me a really good link and I've really looking into trying to figure out why I'm not getting signal. I even found the wire junction that looks really good. (Pictured Below)

I dont understand that if the wires aren't broken/shorted, and the fuel pump turns on and has Fuel Pressure/Spark/Compression, that it wont turn over. :cry:

Have you removed the distributor at any time?
Is the ignition timing set correctly? (You checked it with a good timing light)

Putting the distributor back in and setting the timing.

Revised 28-Jul-2013 to include warning about putting spark plug leads in a different location to attempt a to fix a distributor incorrectly installed.

You can forget about anything beyond this point if you don't have access to a timing light. You will never get the timing set right without one.


Putting the distributor back in is fairly simple. Pull #1 sparkplug, put your finger in the sparkplug hole, crank the engine until you feel compression. Then line up the TDC mark on the balancer with the pointer on the engine block.

The distributor starts out with the #1 plug wire lined up at about 12:00 with you facing it. Align the rotor to about 11:00, since it will turn clockwise as it slides into place.

Align the distributor rotor up with the #1 position marked on the cap, slide the distributor down into the block, (you may have to wiggle the rotor slightly to get the gear to engage) and then note where the rotor is pointing.
If it still lines up with #1 position on the cap, install the clamp and bolt. If not, pull it out and turn 1 tooth forwards or backwards and try again. Put the #1 spark plug back in and tighten it down, put the clamp on the distributor, but don't tighten it too much, as you will have to move the distributor to set the timing. Note that there is no such thing as one tooth off on a 5.0 Mustang if you follow the spark plug wire order on the distributor cap. If it doesn't align perfectly with #1 position, you can turn the distributor until it does. The only problem is that if you are too far one way or the other, you can't turn the distributor enough to get the 10-14 degree optimum timing range. Don't move the wires from the positions shown on the cap on fuel injected engines!!!! The #1 position cast into the cap MUST have the spark plug wire for #1 cylinder in it. Do it differently and the timing for the fuel injectors will be off. The computer uses the PIP sensor to time injector operation by sensing the wide slot in the PIP sensor shutter wheel. If the injector timing of #1 and the firing of #1 do not occur at the right time, the injector timing for all other cylinders will be affected.

Setting the timing:
Paint the mark on the harmonic balancer with paint -choose 10 degrees BTC or 14 degrees BTC or something else if you have NO2 or other power adder. I try to paint TDC red, 10 degrees BTC white and 14 degrees BTC blue.

10 degrees BTC is towards the drivers side marks.

Note: setting the timing beyond the 10 degree mark will give you a little more low speed acceleration. BUT you will need to run 93 octane to avoid pinging and engine damage. Pinging is very hard to hear at full throttle, so it could be present and you would not hear it.

Set the timing 5 marks BTC. Or if you prefer, 5 marks towards the driver's side to get 10 degrees.

To get 14 degrees, set it 7 marks BTC. Or if you prefer, 7 marks towards the driver's side to get 14 degrees.

The paint marks you make are your friends if you do it correctly. They are much easier to see that the marks machined into the harmonic balancer hub.

At this point hook up all the wires, get out the timing light. Connect timing light up to battery & #1 spark plug. Then start the engine.

Remove the SPOUT connector (do a search if you want a picture of the SPOUT connector) It is the 2 pin rectangular plug on the distributor wiring harness. Only the EFI Mustang engines have a SPOUT. If yours is not EFI, check for a SPOUT: if you don’t find one, skip any instructions regarding the SPOUT
Warning: there are only two places the SPOUT should be when you time the engine. The first place is in your pocket while you are setting the timing and the second is back in the harness when you finish. The little bugger is too easy to lose and too hard to find a replacement.

Start engine, loosen distributor hold down with a 1/2" universal socket. Shine the timing light on the marks and turn the distributor until the mark lines up with the edge of the timing pointer. Tighten down the distributor hold down bolt, Replace the SPOUT connector and you are done.

The HO firing order is 1-3-7-2-6-5-4-8.
Non HO firing order is 1-5-4-2-6-3-7-8

I have only removed the TFI, I did not remove/pull up on the distributor when I loosened the distributor hold down bolt.
I know I could have messed up the timing and I was exteremly careful.
I even made 3 lines using a sharpie to put the distributor back to its original timing.

I have the spark plug wires in correct firing order, I always change the plugs one by one, and tranfer the wires from Dist. Cap to Dist. Cap one by one as well.

Tomorrow I will mark the Harmonic balancer and check that timing is correct, just to make sure.
I'll have to ratchet the crank and use my finger to check the compression stroke since I need the engine running to use the timing light.

I still have no idea why the code 96 would cause a no start if everything is performing correctly.:scratch:
 
Ok, so looking at a few different wiring diagrams, this is the exact wiring setup that I have.

So today I basically tested all the Fuel Pump Relay wires.

I started with the red wire from EEC/PCM Relay to the Fuel Pump Relay. I measured 0.2 Ohms with the relays and computer disconected.

I next tested the Light Blue and Orange wire with the relay and EEC disconected. I measeured 0.2 Ohms as well...

I tested the Green/yellow wire with the EEC, Relay, and Inertia switch diconected and got the same 0.2 Ohms. The solder junction looks good as pictured below and was wrapped in electrical tape

I got the same for the Pink/black wire to Batt Positive.
I tested this wire to Battery Ground and found continuity , so I thought it was a short to ground.But as it turns out, that one of the fusible links its connected to, goes to the interior lights and then ground, so Im back at square root one.

I tested the new fuel pump and got an ohm reading of 1.0 Ohm
But testing the old one thats burnt out i got around 8.7 Ohms

Other than that I adjusted the timing and double checked the Dist. cap. The wires are put in order correctly as indicated by Cylinder and wire #1 in the pictures below.

Can the TFI and/or PIP still be bad, fire the injectors and/or spark at the wrong time, AND NOT cause a code?

No spark, possible failed items in order of their probability: A.) MSD or Crane ignition box if so equipped
B.) PIP sensor in distributor. The PIP sensor supplies the timing pulse to trigger the TFI and injectors. A failing PIP sensor will sometimes let the engine start if the SPOUT is removed. See paragraph 5A – Using a noid light will tell if the PIP is working by flashing when the engine is cranking.

I used the noid light to confirm that the PIP is working and the injectors are getting pulsation and im getting fuel on the spark plugs. I am also getting spark.
And taking out the SPOUT connector doesn't make a difference, or set a code.
I even took out the TFI and checked the resistances, and replaced it.
Could the PIP still be considered bad?
Why wouldn't a code be set
Is there any way to test the PIP directly?
 
The only other way to check the PIP is with an oscilloscope.

Code 14 - Ignition pickup (PIP) was erratic – the hall effect sensor in the distributor is failing. Bad sensor, bad wiring, dirty contacts.

The PIP is a Hall Effect magnetic sensor that triggers the TFI and injectors. There is a shutter wheel alternately covers and uncovers a fixed magnet as it rotates. The change in the magnetic field triggers the sensor. They are often heat sensitive, increasing the failure rate as the temperature increases.

PIP Sensor functionality, testing and replacement:
The PIP is a Hall Effect magnetic sensor that triggers the TFI and injectors. There is a shutter wheel alternately covers and uncovers a fixed magnet as it rotates. The change in the magnetic field triggers the sensor. A failing PIP sensor will often set code 14 in the computer. They are often heat sensitive, increasing the failure rate as the temperature increases.

Some simple checks to do before replacing the PIP sensor or distributor:
You will need a Multimeter or DVM with good batteries: test or replace them before you get started.. You may also need some extra 16-18 gauge wire to extend the length of the meter’s test leads.
Visual check first: look for chaffed or damaged wiring and loose connector pins in the TFI harness connector.
Check the IDM wiring – dark green/yellow wire from the TFI module to pin 4 on the computer. There is a 22K Ohm resistor in the wiring between the TFI and the computer. Use an ohmmeter to measure the wire resistance from the TFI to the computer. You should see 22,000 ohms +/- 10%.
Check the PIP wiring - dark blue from the TFI module to pin 56 on the computer. Use an ohmmeter to measure the wire resistance from the TFI to the computer. You should see 0.2-1.5 ohms.
Check the SPOUT wiring – yellow/lt green from the TFI module to pin 36 on the computer. Use an ohmmeter to measure the wire resistance from the TFI to the computer. You should see 0.2-1.5 ohms.
Check the black/orange wire from the TFI module to pin 16 on the computer. Use an ohmmeter to measure the wire resistance from the TFI to the computer. You should see 0.2-1.5 ohms.
Check the red/green wire; it should have a steady 12-13 volts with the ignition switch on and the engine not running.
Check the red/blue wire; it should have a steady 12-13 volts with the ignition switch in Start and the engine not running. Watch out for the fan blades when you do this test, since the engine will be cranking.
If you do not find any chaffed or broken wires, high resistance connections or loose pins in the wiring harness, replace the PIP sensor or the distributor.

The PIP sensor is mounted in the bottom of the distributor under the shutter wheel. In stock Ford distributors, you have to press the gear off the distributor shaft to get access to it to replace it. Most guys just end up replacing the distributor with a reman unit for about $75 exchange

PIP problems & diagnostic info
Spark with the SPOUT out, but not with the SPOUT in suggests a PIP problem. The PIP signal level needs to be above 6.5 volts to trigger the computer, but only needs to be 5.75 volts to trigger the TFI module. Hence with a weak PIP signal, you could get spark but no injector pulse. You will need an oscilloscope or graphing DVM to measure the output voltage since it is not a straight DC voltage.
