HELP,, cowl rust questions??

So my "free" 86 LX has the cowl about rusted out (what a wonder fix by the P.O.). This is going to be a race car and not a daily driver. There is no A/C and the heater hoses are not connected.
I am thinking I can just use POR15 in there to stop the rust from spreading and make a cover to seal off the area. I do need the wipers as I'm in Florida so it needs to be removable.
My questions are:
1. Since I'm in Florida the windows tend to fog up. If I seal this area off is there another way to get some air for the defroster? Can I just pull the outside air inlet duct off and use air from inside the car?
2. Does anyone sell a delete plate for that area?

only way to get rid of it is the sandblast it or cut & weld.

did a wild animal crawl in there and take a dump?

Haaaaaaaaaaaa yeah thats what I thought also,, you have to love how people fix things!

I had surface rust down there, just a little though. That bites man, cut and weld is all that's left now

thats not too bad, go find you a donor car, cut, weld, and BAM!!! its like new again.
