help on under the hood fuse box

i was driving then the car shut down! found fuse in the under the hood fuse box blown put 1 in an it blow right away? the under the hood fuse box says it HTD BL WHATS THAT MEAN? AN WHATS CAUSEING IT TO BLOW? please help:(
 
More then likely a dead short to ground.

I seem to have a knack for finding electrical shorts pertaining to that damn EEC fuse.

What you want to do is start grabbing the harness and shaking it till you can get it to where it doesent pop a fuse. When it doesent pop a fuse you moved something stopping the possible short. With the car running (do this carefully) start shaking harnesses till you hear the car either bog down or cut off. At this point your close. Listen and look for small signs of sparking or arcing...

In order to save money MAXI fuses are expensive. When i had a similar problem i ran all local stores out of their stock. Buy one of the inline fuse holders with jumper wires like so:

And a resettable circuit breaker fuse (kinda like this):

These and a multi meter are basically my only short finding tools. I know there are more advanced tools to do this but i work with what i got.

Common places:
Injector wires
Canister Purge solenoid
