Help refinishing coolant pipe

My Cobra is getting old, will be 10 this year *tear*. Anyway the finish of the coolant pipe just in front of where the alternator is has cracked and started to peel. I'm looking to refinish it, anyone have some good ideas? Looks like semi-gloss I think, just get some hi-temp and maybe it will be good. Don't think this piece is powder coated is it?
