Help with a mystery wire

Near the passenger side strut tower in my 90 GT there's a dark blue fusible link that's cut. Its been like this since I bought the car last year. I've been trying to figure out why the A/C isn't working, so I thought I should figure out what this goes to. Any ideas? I can get you a pic if you need it later.

Here's a shot of it. The red at the end of it is just there to protect it from shorting out. You can see a small bit of the dark blue next to the red end. The other end of the wire is down in there where the other red end is barely visible.

The only fusible link I can recall in that area is the one for the O2 sensors. It's a 20 gauge dark blue.
