A shot of silicone spray in the door key hole and the latch mechanism often helps. Work the lock with the key a bunch of times to let the lube get into all the right spots. Make sure that the black pop-up is not hanging up in the hold in the interior panel. One drop of silicone lube here helps. Pull up the black pin, unscrew it, and try to let lube follow the arm down to the pivot point (this is not easy to do). If this does not get it (you have to do this a couple times a year), then you have to take the interior panel off and lube the lock arms in the door.

"Squeak No More" is what I have had for 100 years but any quality silicone spray will do the trick. I also tried Mobil 1 synthetic lube, don't know what it is but it works. Sorry, can't say if sticky a actuator is common in the +99s but my '98 driver side lock gets sticky and I think it is just an age factor. I think Tomustang's replacement method is a longer term fix.
