Help with CE Light

I know this is kinda shooting in the dark for everyone and I need a scanner, but my ce light keeps coming on and was hoping someone might be helpful on what sensor might be causing it. I just replaced the O2's this past weekend, which I thought might be the problem. From 2500 rpm all the way up is when it comes on, it only lasts a few seconds then turns off. Maybe TPS??
The car is a 5spd with OR-H pipe and flowmaster mufflers, with 65,000 miles on it.
Also, who makes a good scanner, how much, and best place to buy from?

I have the SuperAutoscanner from Actron, it costs 200 dollars plus 30 for the ford EEC IV cable kit. It works on all OBD II vehicles and OBD I vehicles if you buy the cables. You can get it at most auto parts stores like Autozone or Pep Boys.
